About ARBU

The primary purpose of ARBU or the Association of Recreational Beach Users is to establish a core group of people then elect a committee to run this organistation as a non profit Organisation looking after the interests of all recreational beach users. Our primary focus will be on the Elephant Coast of KZN South Africa and the beaches under the control of IWPA (iSimangaliso Wetland Park Authority)

We envisage certain areas having their own quasi independent chapters which will each send a delegation to the central body when general meetings are being held.

These appointed delegates of the specific chapter will then act as proxy for all the local members of that chapter.

I am personally in the process of establishing a constitution that will be used for this organisation during their registration process as a NPO (Non Profit Organisation) in some countries this is known as a charity.

WE all Know what legal costs are, and one of the primary objectives of ARBU (Association or Recreational beach Users) is to take legal action against
1 ) IWPA (iSimangaliso Wetland Park Authority)
2) DEAT (Department of Environmental Affairs and Tourism)
3) Mtubatuba Local Municipality
4) Umhlabuyalingana local Municipality
5) Umkhanyakude District Municipality

This legal action will entail obtaining court orders against these governement based organisations to evaluate the impact of the 4×4 Ban on our local economy and make these findings public, then to introduce this information into their IDP (Integrated Development plan) and plan accordingly.

The ARBU (Association of Recreational Beach Users) will be very active at higher political levels, as past failure have been attributed to this subject not being introduced at these higher levels due to political and other pressure on tourism partners by DEAT and their subordinates.

IWPA (iSimangaliso wetland Park Authority has dominated the regional tourism sector and done as they please in the past purely because of their controlling influence on the spending power and the large budget given to IWPA by DEAT (Department of Environmental affairs and tourism.

ARBU aims to change this and make IWPA (iSimangaliso Wetland Park Authority) legally responsible for their actions and in some cases their lack of input and non compliance with the laws of South Africa and the bylaws of Umkhanyakude district Municipality and the 5 local municipalities
1) Mtubatuba
2) Jozini
3) Hlabisa
4) Big 5 False Bay
5) Umhlabuyalingana

This is a tall order, and many have failed before us. For this to succeed we will need to motivate many individuals to do a large amount of voluntary work and establish a core base of competent persons who will manage this organistion and ensure that it is registered as a NPO (Non Profit Organisation) as well as with all other statuary bodies such as SARS (South African Revenue Services) and other areas where needed.

Become involved, write your ideas on our pages and get a small local group in your area who want to come fishing, diving, snorkeling or generaly make use of the RUA’s (Recreational Beach Use Areas) along the Elephant Coast.

  1. Wrote a small article about this issue on the mail and guardians forum at http://forum.mg.co.za/showflat.php?Cat=&Number=1802312907&page=0&view=collapsed&sb=5&o=&fpart=1#1802312907

Please read this and leave your comments there as well. you will notice that the folks who read the mail and guardian forums have a very skewed perception of the amount of damage that we as residents of the Elephant Coast have suffered due to the collapsed local economy within Umkhanyakude caused by the absence of the domestic tourism associated with the use of our beaches along the Elephant Coast of KZN South Africa.
